MIAMI BEACH, Fla. -

One person is dead and three were rescued after a  boat capsized off Miami Beach Saturday night.

Multiple agencies, including the U.S Coast Guard, Miami-Dade Fire Rescue, Miami Beach Fire Rescue, and Florida Fish and Wildlife responded to the scene off 63rd Street and Collins Avenue.

Officer Jorge Pino said by the time the men realized water was coming onto the boat, it was too late.

"They made the decision that they were going to head back," Pino said. "Two of the guys started bailing out water that was already in the vessel. When they started heading due west because they couldn't make to the inlet a wave came over and swamped the entire vessel."

Three of the men were able to swim to shore, but one man was killed.

After searching the body of 48-year-old Ramon Ulloa-Rodriguez was found in the water around Collins Avenue and 59th Street.

Authorities say he didn't have a life vest on.

"A couple of factors came into play at the wrong time," Pino said. "One of them was horrible weather condition and the other was that it was at night. And the third is that these individuals were not wearing a life vest."

Police say that while the survivors are shaken by what happened, they are not hurt.
