Deputies said Rioseco was pulled over after he sped by law enforcement at 75 miles per hour in a 55 mph zone.

The deputy who saw Rioseco said he continued to monitor the car's speed as he called for deputies south of him to watch for the vehicle. The deputy said he saw the car's speed increase and eventually reach 127 mph.

A sergeant said she stopped the vehicle at the 5.5 mile marker on Stock Island. She asked Rioseco to step out of the vehicle and noticed three small children in the car.

Rioseco smelled of alcohol and displayed extremely erratic behavior, the sergeant said. Authorities said he was sometimes calm and at other times agitated. At one point, the sergeant was concerned he was acting like he was going to attack and strike her, deputies said.

Rioseco was arrested and taken to jail, where authorities said he appeared to have trouble walking. He loudly refused to participate in sobriety exercises, swearing at a deputy and corrections officers, authorities said.

The children were turned over to their mother.
