ICE spokesman Nestor Yglesias said federal agents apprehended Webster during a traffic stop.
Webster was convicted of second-degree murder in the U.S. Virgin Islands in 1985. He also was convicted of fraud in 2001 and burglary in 2002, both in Florida.
Ordered removed in absentia from the U.S. by an immigration judge in January, Webster had been on ICE's most-wanted fugitives list ever since.
