On Dec. 28, 2012, about four miles north of Commercial Boulevard, troopers saw Nelson's vehicle traveling about 97 mph in the median, according to the arrest affidavit. At the time, Felecia Andrews (pictured above right) was investigating another crash and his car's emergency lights were activated.

Nelson rear ended Andrews' car, pushing it into the vehicles involved in the earlier crash, police said.

Andrews is still recovering from the crash.
