Investigative panel finds Officer Luis Weinad released man found with crack pipe because he didn't want to fill out report electronically

MIAMI – A Miami police officer has been suspended 160 hours after he pulled an inmate out of the Turner Guilford Knight Correctional Center and dropped him off where he found him, a Civilian Investigative Panel report said.

According to the report, Officer Luis Weinad was annoyed that a younger officer, whom he was training, had arrested a man on drug charges and had filled out the arrest report on paper instead of electronically.

The report said Weinad's superior would not accept the report, and Weinad left the sergeant's office and yelled "(Expletive), I knew I shouldn't have arrested this guy."

The panel found that Weinad pulled the suspect, identified as Gambarull Ruff, 60, from the jail instead of filling out the report electronically.

Ruff was dropped off at the location where he was arrested, and a crack pipe and drugs that were allegedly found on Ruff were destroyed, the panel said.

Internal Affairs investigators said Weinad first claimed that the case was still being investigated and then said it was a misdemeanor charge. Investigators said Weinad later "admitted he knew there was no amount of cocaine that could be considered a misdemeanor arrest."

The panel found Weinad to be in violation of numerous department regulations, including obeying and executing orders of superiors, conduct unbecoming a police officer and insubordination.

According to the report, the night after the arrest, Weinad told the trainee, identified as Officer Juan Rojas, that "he did not want him to learn from the events the previous night and the correct thing would have been to complete an electronic arrest affidavit."
