FORT LAUDERDALE, Fla. – A 22-year-old woman had a 0.17 blood alcohol level -- more than twice Florida's 0.08 legal limit -- when she crashed her car last month, killing two men, according to Fort Lauderdale police.
Alyza Russell turned herself in to the Broward Main Jail about 7 a.m. Wednesday. Police charged her with two counts of DUI manslaughter; 2 counts of unlawful blood alcohol level manslaughter (UBAL); 1 count of DUI property damage; and, 1 count of UBAL property damage.

"She allegedly told a coworker she was off to Ireland to escape the prosecution in this case," said Broward Circuit Court Judge John Hurley as he read the arrest affidavit.
"Ms. Russell made payment, some type of payment, to the British consulate and the amount paid matches what it would cost to make a renewal application or some type of application for a passport," said prosecutor Eric Linder.
Hurley raised Russell's bond to $450,000 and ruled that Russell must surrender her passports before she can be released from jail.
"The court will modify all of her bond," said Hurley.
Russell must also wear a GPS tracking device and be under house arrest upon her release.
"We have strong concerns that Ms. Russell poses a flight risk," said Linder.

Russell lost control of her Porsche Panamera while trying to make a left turn at 5th Avenue at W. Broward Boulevard on June 13, police said.
In bond court via telephone, Russell's defense attorney, Robert Reiff, told the judge that Russell was planning a getaway, as on a planned vacation.
"Before this accident ever occurred, the family was intending to travel for vacation because her school was over," said Reiff.
"One would say why would anybody think about going on vacation or leaving the country after you know you've been involved, and being investigated for the death of two people," said Linder.
If convicted, Local 10's Baron James reports Russell could face a minimum of 15 years in prison on each of her vehicular manslaughter charges.
Police identified the victims as 30-year-old Mackendy Jules and 35-year-old Samuel "Slim" Martindale.
