Will the PortMiami tunnel open to the public Monday? That's what those associated with the project claim.

The $1 billion tunnel that travels for three-quarters of a mile under Biscayne Bay is scheduled to open Monday morning.

It was originally scheduled to open May 19 after a grand opening ceremony that featured Gov. Rick Scott. But delays stretched into 11 weeks because of issues that included exhaust fan malfunctions and a drainage pipe leak.

The project's contractor is being fined $115,000 per day until it opens.

An estimated 16,000 vehicles will pass through the tunnel daily once it opens, bypassing downtown Miami. The vehicles will be routed onto the MacArthur Causeway and then under the bay.

The first vehicles are expected to pass through the tunnel at 6 a.m. Monday.
