Doubts linger for Rivera but Dems have tough fight

State prosecutors say they won't charge Republican Congressman David Rivera with a crime. 

But a memo they issued late Wednesday outlined questionable financial practices by Rivera, and that could make his re-election campaign more difficult. 

Rivera still faces a federal probe over possible tax evasion. He is running in South Florida's newly created, heavily Hispanic 26th district. He has strong ties there, and longtime friend and colleague U.S. Sen. Marco Rubio is throwing a fundraiser for him next month. 

Meanwhile, Florida Democrats are having a tough time challenging him. Their first candidate dropped out following a spat with the national party over fundraising. Their second choice declined to run. Their latest pick is Colombian-born businesswoman Gloria Romero Roses, who has no political experience and is just beginning to raise money.
