Rep. Joe Garcia responds to video showing bad hygiene

The National Republican Congressional Committee found some dirty ammunition against Rep. Joe Garcia, D-Fla., and took it to Twitter Wednesday.
The House Judiciary Committee was discussing government surveillance programs May 7th, when C-SPAN cameras captured Garcia's moment of bad hygiene in Capitol Hill.
"My mom always told me to keep my fingers out of my mouth, and now I know why," Garcia said Wednesday afternoon.
Garcia's pick and chew moment happened, as Rep. Suzan DelBene read a statement about new legislation that would keep telephone metadata with phone companies and make it harder for the government to get to it.
Garcia supports the bill, which would end the NSA's power to collect data in bulk from telephone companies. Rep. Mike Rogers, R-Mich., does not support it, because he said he wants the bill to allow for emergency bulk searches.
The issue that the America Rising PAC wanted Internet users to remember was Garcia's pick and chew move.
It was the subject of animated images and a blog post on the group's web site section titled "Democrat Fails." The group also posted the video on YouTube, which had about 44,000 views Wednesday afternoon.
