MIAMI -

On this date, from February 20th-24th in 1997, northwestern Illinois received between 2-4 inches of rain. In the summer the soil may have been able to absorb some of this moisture, but since the ground was frozen, most of the water stayed above the surface. This created devastating flooding in places like Hillsdale, where 95% of the town was under knee-deep water.
