MIAMI -

On this date in 1990, the first full day of spring was ushered in by freezing temperatures across the eastern U.S. Cold weather damaged up to three-quarters of the peach crop in some parts of South Carolina. After recording a record high of 82 degrees the previous week, Elkins, W.Va., recorded a national low of 16 degrees below zero.
